From the perspective of the producers, this is mostly to show the gravity of the story without depicting it on flesh-and-blood (and often human) characters. I say this because I happen to like 42 and don’t want to see it happen to her (as it happened in her electronic illusion while fighting 35). Of course, I don’t want Steffi and Ben to get hurt either; it’s just that a very dangerously efficient cutting weapon is now involved.
Hmmm. For some reason I’m drawing parallels to the showdown at the Devil’s Nest in FMA. Taurus is Roa, Tigris is Dolcetto, and I guess Natrix is Greed. Either that or, heh heh, he’s Martel.

As opposed to the illegally modified metahumans they are fighting? While I appreciate the concern, I doubt they have the leverage to call the cops.
That said, it can of course be used to try to narrow down how to find Steffi and Benzene IF they make their escape.
